A centralized hub for essential monitoring procedures and requirements for programs funded by Title II of WIOA, Adult Education and Family Literacy Act (AEFLA) and the Strengthening Career and Technical Education for the 21st Century Act (Perkins V).
Under 2 CFR 200.331, federal regulations require pass-through entities to monitor their sub-recipients and grantees by assessing each subgrantee’s risk of not complying with Federal statutes, regulations, and the terms and conditions of grant awards. NCCCS is the pass-through entity for AEFLA and postsecondary Perkins V grant funding.

<h2>AEFLA Monitoring</h2>
Adult Education monitoring supports accountability for the appropriate use of federal funds, confirms compliance with applicable statutes and regulations, and supports continuous improvement in WIOA Title II funded programs.

As part of our Federal compliance process, the North Carolina Community College, Office of Adult education is required to conduct a Risk Assessment on each provider before grant funds can be awarded. The purpose of this assessment is to furnish the NCCCS state staff with information that will help in monitoring potential risk factors associated with grants awarded to providers. A Risk Assessment for eligible subgrantees will be performed by the Office of Adult Education, State Office Staff on an annual basis prior to grant award disbursements.
Beginning in January of 2018, the CCR unit monitors all expenditures, data, and time and effort reporting according to the level of oversight indicated by the Risk Assessment conducted on all funded providers. This data may be monitored monthly, quarterly, or twice a year. These results are reviewed with the providers and may result in technical assistance, or professional development.

Providers that engage in technical assistance will review required components of their AEFLA programs, such as confirming accuracy, validity, and reliability of data collection and reporting. Additionally, the technical assistance team will engage the local program in activities that focus on a needs assessment to identify target populations, develop goals and measures that will focus on increasing adult learner achievement, and recommend the selection of research-based instructional strategies to support learning. Moreover, the technical assistance sessions will support AEFLA state funded providers with the implementation of comprehensive policies and procedures for program accountability. 
The onsite technical assistance team will be comprised of NCCCS staff members. The assigned technical assistance team will evaluate both fiscal and programmatic information for each program year.

<h2>Perkins V Monitoring</h2>
Perkins V monitoring supports accountability for the appropriate use of federal funds, confirms compliance with applicable statutes and regulations, and supports continuous improvement in Perkins V funded programs.

The Methods of Administration (MOA) program, overseen by the Office for Civil Rights (OCR) in partnership with OCTAE, requires state agencies that administer CTE to implement civil rights compliance measures. These measures are based on federal regulations under:
1. Title VI of the Civil Rights Act of 1964 (prohibits discrimination on the basis of race, color, and national origin).
2. Title IX of the Education Amendments of 1972 (prohibits discrimination on the basis of sex).
3. Section 504 of the Rehabilitation Act of 1973 (prohibits discrimination on the basis of disability).
The MOA program ensures that CTE programs are not only accessible but also equitable, helping to close opportunity gaps for historically underserved groups. For states like North Carolina, this means OCTAE works with local education agencies to implement and monitor compliance, using both MOA and Perkins V frameworks to protect civil rights in career and technical education. 
As the state agency that administers postsecondary CTE, NCCCS is responsible for collecting and analyzing civil rights data to identify disparities, conducting periodic compliance reviews of select postsecondary CTE programs, providing technical assistance to colleges on civil rights compliance, and reporting activities and findings to OCR.
<h2>Alignment with Perkins V</h2>
In 2018, Congress passed Perkins V, which strengthened civil rights requirements for CTE. The updated Memorandum of Procedures (MOP) from OCR and OCTAE now encourages states to align MOA civil rights activities with Perkins V equity requirements, such as:
1. Setting aside funds for special populations (e.g., homeless youth, foster care youth, youth with a parent in the military).
2. Conducting local needs assessments that evaluate performance for special populations.
3. Ensuring equal access and opportunities for all students in CTE.
